Tropical Storm Edouard formed in the Gulf of Mexico on Monday and is expected to make landfall on the Texas coast on Tuesday. Forecasters expect three to six inches of rain across the greater Houston area, with up to nine inches on the state's upper coast, bringing a serious risk of flash flooding to low-lying and urban neighbourhoods from Port Arthur to Cameron, Louisiana. This is the first big storm of the season for a coast that knows too well what rising water can do, and millions of people live in its path.
